How to get him to notice you depends on what kind of person he is and what interests you have in common. The better question is what do you think you're going to accomplish by it. So you get a guy who doesn't believe in committment or romance to like you, then what? You'll end up dating but never exclusively and he'll never buy you flowers. Will you really be happy? If not, move on, because you won't be able to change him if he doesn't want to change.

He sounds like a bad boy. Part of his game is to tell women he's not ready for commitment and watch all the women start to really want him.
If he is what you say, a person who does not want to be in a loving committed relationship, then it's easy to get his attention, offer him sex. Obviously, that's all he wants from girls.
If you want more than a fling, this isn't the guy for you.
