i have hair which is just longer than my shoulders and my fringe is as long as my face i dont want my hair to short though because it just looks WRONG please please please help me. P.S. i am a girl by the way if it makes any difference

You need it jagged cut(razored ) parted on side and hanging over eyes.

What about cutting a few parts short, kinda like layering or dying your hair. Some stylist know how to choose an emo look.

some of my 'old' friends, they would cut their bangs on one side so its hiding the eyes and its longer the layers are longer on the front then the back. They also put bows and straighten their hair to get that emo look. bleeeh.

That is simple get a pair of scissors and just cut a chunk out in front of one of your eyes
