What type of hearing aid do you wear? If it is an all in the ear kind then yes it could be part of the problem as those are not vented and they trap moisture in your ear. If you have a behind the ear model with an earmold be sure the mold is vented. As for swimming you should have been using ear plugs all along. Go back to your ENT doc and get your ear rechecked first thing Monday.

Okay because you wear a hearing aid, you're infection is going to have a harder time draining. Make sure you clean your hearing aid daily and make sure that you sleep with it out until the infection is gone, as long as you can hear with the other ear or live with someone so they can wake you in an emergency.
If your ear still hurts, I'd recommend going to an ENT, an Ear, Nose and Throat specialist, as they'll do more to see why your earn still hurts, it should not have after three weeks on anti-biotics. Also, HE OR SHE WAS WRONG. I've had many, many ear infections and I mean many until I had a surgery several years ago. Anyway you should not swim until the ear infection is healed and he should have given you a doctors excuse to get out of swimming if this is a school class.
Do not rely upon over the count meds, with your ear still hurting you could end up with a ruptured ear drum and that could cause you to lose your hearing altogether.
When you go to see an ENT, ask about putting one drop of rubbing alcohol in each ear after swimming. Make sure to ask and not just do this, but I was told by my ENT that by doing this, it helps prevent ear infections by making sure water doesn't stay behind the ear drum where bacteria will grow and cause an infection. It helped me a lot, but it won't cure your current problem.
Really, if your ear is still hurting then you need to get into an ENT before you end up with a ruptured ear drum.

Did you check with your doctor after you have used the antibiotics and it didn't work?
I find it strange that your doctor tells you that you could continue to swim while you still have the ear infection. Usually doctors tell a patient with an ear infection to avoid getting any moisture into the ear canal until the infection is completely treated. Even when showering they ask the patient to be extremely careful.
And you swim wearing your hearing aid? Shouldn't you not be doing that?

earaches can be really painful and if id had one for 3 weeks like you said that you have, well, YES i would say that you should go back to the dr again
and you are probably guessing right the meds are probably too weak

Try the drops and use a low heat hair dryer on your ears. i did that once and it helped sooth it. Plus take a pain reliever if you can as well. a hot cloth over the ear? just some suggestions.
