yes.

Think of it like this. A car itself is legal to operate however it is illegal to drive it into someone.

It is the same way with BitTorrent. BitTorrent is just a means to download very large files fast by splitting up the parts of the file and downloading the file from many different peers, or people who are also downloading your file.

However, it is illegal to us BitTorrent or any other method of downloading a file to download copyrighted material.

Go ahead and use BitTorrent as long as you are not downloading copyrighted work.

It's copyrighted, so by law you have to pay the person who owns the copyright for the movie. Like, if everyone downloaded movies by p2p, nobody would make any money for what creating something which they should legally own. Copyright encourages people to make things, since owning something you make is the only way you can make money off of it. Of course, not everyone downloads movies illegally, hence they do still make money even though everyone doesn't seem to obey copyright law.

It is legal if you use bittorrent to download file from the internet that is legal, but it's illegal to use a downloaded program which is illegal.

downloading using bittorrent, or p2p (peer-to-peer) technology is legal

but it is the downloading of copyrighted material -commercial computer games, software, movies, music mp3's (stuff that's not freeware)- which is illegal.
