Its the ancient Roman Empire. The ten horns are the first ten Roman Emperors, Domition is the Beast, Nero was the King who "was, is not, and will be," and the woman on seven hills is ancient Rome. The Mark of the Beast is Caesar Neron.

Now if we take a closer look at this verse it says it's a mother; doesn't a mother have daughters, so the daughters are harlots. So if we take a closer look in the Bible; it gives us the answer on who this mother is.
Look at REV.17:4 = "the woman was arrayed in purple and scarlet colour...". (In Bible Prophecy the woman represents a church.) Now it also tells us in REV.17:9 that it sits on 7 mountains.

To better understand all of this I gave you some information in each.

The Book of Revelation was written in Greek for Greek-speaking churches in Ancient Asia Minor.

Another name is Nero Caesar; in Greek it was spelled Neron Kaesar. He martyred most of the Apostles including Peter and Paul. When his name is spelled out in Hebrew characters; the numeral value also adds up to 666.
