I recently purchased a '02 impala and included in the bill of sale is a Tag & Title fee of 185.00, my question is since it's my first time purchasing a car, is the dealer supposed to provide me with a tag?

If the dealership charged you a Tag and Title fee, they are the ones that should be providing you with the tag. Did they give you a Temporary Tag? A paper or cardboard tag for your car? In some states, that is so they have the chance to get you the tags. Other states, it is to give you a chance to get the tags. But as I said, if they charged you for the Title and Tags, then they should be getting them. But why not ask them??

Here in California the buyer must pay for the license and title fee. + 7.75% use (sales) tax. The only time you don't have to pay for the tag for a new year is when it is up to date and not due for renewal for several months.
