I can easily get her interest, flirting and phone #.
But then something weird happens,
everything gets 'difficult' and she starts acting weird and putting up walls (beating around the bush, stalling), talking in girl code and finally getting frustrated or 'silent mad' at me.

Stop thinking of it as step one, step two.
What it sounds like is that you are coming off as a desperate horn dog that wants to get laid.
if every girl that you meet flirts and gives the number, that's cool there is something they like, but if everyone after that stalls you, or avoids you, every one? That's a problem that means something is up with you, personally that needs to change.
My grandfather told me, chasing a woman is like sneaking up on a deer to pet it. The faster you chase the more effort you put into it, the more faster she runs.
Walk up slow. let her get to know you. Over time. Then when she sees you are not creepy, see if she is open to getting to know you. Build that trust, don't rush for The Main Event, because it is fleeting, and not ultimately so important as you think it is, in the long run.
If your deal is "Okay, girl, i got your number, now we hook up...all the way...right now..."
Pfft, that's no skill, and will not last. Learn what it takes, and be cool.
That "Something weird that happens" is likely you, being too eager.

What are you doing after you get her number? Dont call her too often, chicks dont like that. Just ask her out on a date sometime, thats what you got the number for in the first place isn't it? Dont be shy just come out and tell her you want to go out with her. Maybe the girl is getting frustrated because you arent making the right moves.

Unlike the above comment which will not work, talk to her and find out what's going on in her head. She may have had a boy friend who was an a** and thinks all guys are like that.

Usually we get mad when guys are asses and talk only about sports or themselves
