It's a FOOL who says in his heart that there is no God.
Psalms 14:1 and 53:1 It also says that they are corrupt, and have committed abominable injustice and deeds. There is no one who does good.

Isaiah 32:6
For a fool speaks nonsense, and his heart inclines toward wickedness:To practice ungodliness and to speak error against the LORD, to keep the hungry person unsatisfied and to withhold drink from the thirsty.

If you are wondering about the hungry/thirsty comment, it is a statement that means they try to keep people away from religion and God who may need Him. That is the wickedness that their heart inclines towards.
