too many places to really compare. My favourites are probably London, Tokyo and New York. if your trying to narrow the list then thats a good starting place. Tokyo is huge and i think a mega city (over 100 million ppl there). Its unbelievable and i had a month there and still only saw a fraction.
New York (but poss as the state) rather than Manhatten, even though its wicked there and i wanna go back (especially now im over 21) its not for eveyone and perhaps not good either if your on a tight budget.
London, AMZING! if u havent been come. Dont do the tourist thing, find friends and see London proper. Wicked nightlife. Enough culture, musuems and oddities to sink a battleship and ppl r pretty friendly.
But i dunno theyre all diff cities and i think rather than trying to judge "BEST" you should just regard them on their relative merits, pro's and con's but unfortunately i think that means you'll have to go see all three.
In which case get a world traveller ticket. about £780-1000 something like 8 destinations you can go to in 1 yr.
Go find out 4 yourself!

first, Tampa, Florida.
Clean neighborhoods, when there's a hurricane, it's less likely to hit there. The prices for the homes are cheap compared to CA, nice people, and it's absolutely beautiful. But then again, everywhere in Florida is practically beautiful.
There's tons of tourists as well. I love that place.
Second, San Francisco. Also beautiful, touristic, and enjoyable. But I live there so yea.... Bad thing though is it's way too expenisve, the most expensive city in America.
Well other than America, I think it's Oslo Norway, I love the cold, the people are nice, and it's absolutely beautiful. A place you'll never forget.

Definitely Sydney, the Harbour Bridge and Sydney Opera House are architectural icons that are quite breathtaking under the city lights at night.

Sorrento, Italy. It's on the mainlaind, near pompeii and capri so all the tourists are diverted away from it, it's a very authentic little small italian town. at least when i was there it might have changed since. It's also gorgeous- only the beaches aren't the best-it's volcanic sand since vesuvius is really close

Everyone I know who had been to Amsterdam or New York (New Amsterdam) has been bowled over by those two very different cities. Personally, I'd like to check out places like New Delhi, Shanghai, Bejing and Luxor.
