Wetlands are not defined by the first three, so there isn't an answer to those. Wetlands located in North America might have different avg. rainfall/temp/seasonal weather than those located in another area of the world.
As far as physical make-up, the defining characteristics of wetlands are the presence of hydric soil and the presence of wetland vegetation (phragmites for example). I don't have resources to provide, you might have some luck at wikipedia.
