Just be like, "hey, I was just wondering if it would be alright if you can maybe all just quite down a bit? It's after nine and the noise is making it hard for my baby to sleep. Thank you." Just be cool about it and if they keep up the noise, call the police and file a noise complaint. They can go and solve the problem then.

first, find out what the noise ordinance or curfew is in your town, call your local police for that information (the non emergency line). Be a little more patient, it is probably around 9 or 10 pm. if by then, the noise is still loud enough to disturb the peace, call the police and report it. Let them take care of it...Unless you have a close and good relationship with your neighbor, then I would stop by or call and calmly, politely ask them to quiet it down...

Wait until 10:00 PM and if they don't quiet down then call the police about a noise disturbance.

Why can't people be considerate of others in all situations? Yes your baby has to sleep, but have you ever thought about the day that your child grows up and wants to have a party? Who will be the one who's complaining then? Maybe people should just mind their own business. Have you ever thought maybe you could put on some soothing music to put the baby to sleep?
Stop being a party-pooper!

Very nicely approach them as a concerned mother. Tell them that the noise from their party is disturbing your baby's rest. You might ask that they bring everyone inside and put a movie on for their kids.

I don't think you can call the police until 10pm. Because you have to live next to these people I would just bite my tongue til 10 then call the cops annonymously. If you piss them off which might happen even if you are nice if they have been drinking, the could key your car or do other mean things to get back at you.

Give them a call and POLITELY ask them to keep it down, remind them you have a young baby who needs to sleep. Don't lose your temper, just ask nicely. If they don't quiet down soon, you can call the police.
