I would say probably both, my fiancee is very oral and he LOVES to give it, he could spend hours down there, and he has. but he also loves to get it as i am sure 99% of all men do. :)-

It means three things to me when I read that...
a) Lucky woman!
b) He likes to use his mouth
c) He likes to talk dirty
At a guess I would assume those who like to give also like to receive... So i would be leaning toward both.
