I would be polite yet firm and honest with him. Simply tell him that you would like to keep things between you two strictly about business, and that is as far as it goes. Do not, under any circumstances, blur that line by hanging out with him after work, meeting for coffee, or the like as it will send him a mixed message.

Don't get your meat,where you make your bread. Just tell him, you don't want to date someone at work, it's only professional, personal policy, make up some story about an experience that went horribly wrong with that situation.

Be classy and leave him with his dignity. You can be forward and friendly saying something like, "Listen, I'm flattered by your interest, but I'm gonna decline for now." When you say it to him, try not to be in a place where he'd get his face cracked (in front of his friends) and don't speak too loudly.

Tell him you have a strict "no dating coworkers" rule. If he continues to ask you, it's sexual harassment and you need to report him. If he's bothering you, he's probably bothering other women as well.
