Originally I guess the males would take the females with or without their consent, maybe later the females convinced the males that they would make sex more enjoyable and cooperate if they were paid in some way be it food or protection etc, it might have been a way for women to gain some control in an otherwise brutal situation and good for them.

Every time I have ever slept with a girl, I had to pay in some way, whether it's dinner, a movie, or just a drink, so I'm betting on the woman. I'm not trying to be sexist, I just wish we men would of thought of it first.

Of course it is impossible to know. Still I would have to bet that it was a man who first wanted sex, didn't have a willing partner and, or course, wasn't inclined to be a rapist.
Seems like a reasonable business deal to me.
