I am in the same boat, only my male dog is 6! I think it's a male thing. It's like they have to show their dominance by lifting their leg. It's getting old. I have to crate him at night now and watch him like a hawk during the day. Some people say neutering helps, but I was told once they start the pattern, it's hard to break.

You need to crate train him. Even if you neuter him that doesn't mean his actions will change.

You need to neuter him ASAP! and also get a crate to start to crate train him.

Get him neutered if he's not already and take him outside to pee every hour until he's fully housebroke.
