who has the best fighting skills?

Mirco "Cro Cop" Flipovic is in my opinion the best. He is a russian police officer who fights kickboxing as well as Pride. He has recently signed a contract to fight in the UFC. Although he is not well known in the US he is definitely one of the world's best fighters. I would not want to be taken down by this cop.

It has to be Chuck Norris. Made more movies than anyone else in the world who can't act. Walker Texas Ranger ran for seven years before going into reruns. What crime fighter is better than that?
All kidding aside Chuck Norris is a class act. He has been awarded several humanitarian awards and has created a unique outreach to underprivileged kids through martial arts. Say what you will about him, but I think he's walked the walk.

Since we are talking abut fiction - we've put a number of fictional characters in the mix - I'd say Batman.
He is referred to as the world's greatest detective and has enough of a scare factor that he un-nerves Superman.
As far as actual real life people, Eliot Ness - like him or hate him, he brought down the mob (Capone anyway) so he was probably the most prolific to date as far as the far reaching, indirect effects are concerned.
