20 pounds...will never happen.

Honestly...you'd probably never get there unless you gradually add weight. As you get stronger that 20 pounds is not going to have the same effect on your muscles. When you workout you actually break down your muscles and they rebuild stronger the next time. So by moving up in weight you gradually build your body up more and more. Also...high reps are usually used for toning. Heavy weight and sets of 8 to 12 reps are better for building muscle. If you can't go to a gym you'd be better off using those weights in many different ways...along with some other exercises. Use those to do arm curls for you biceps...hold one of them by the end with both hands...stick your arms straight about your head and bring it down behind your head and back up to work out triceps....and take both of them and press about your head to workout shoulders. Also...do pushups to workout your chest and triceps...crunches for abs....and lunges to workout your legs. There's many more things you can do at home but these are just a few to help give you a good overall workout....which would be much more beneficial to you than just having big arms.

I don't mean to discourage you, but John Cena has built up much more strength than what you can get with 20# weights. You can DEFINITELY start there so good for you! But go with slow (5 second) reps. This will help you develop mass. Faster reps build tone. You should work up to heavier weights as you can handle them.

#1, we don't know how big your arms are now.
#2, your body might not be the same type as cena's. everyone is different.

how old are you? if you're 12, then you have a long way to go. if you're 20, then you need to be working hard. have you ever wrestled before?
just be yourself. not everyone has to have huge arms to wrestle. you can be small and quick too.
good luck. if you're serious, find out about some camps or schools in your area.

Just from a glance at that John Cena guy (I have really no clue who he is, just googled him), it would be technically impossible to reach is state of build with 20lb dumbbells doing one routine. Maybe, just maybe, you could match him in a year or so (I don't know your current build), but seeing as he looks to be a fit athlete, you have years of building and training ahead. Join a gym, let your personal trainer know your goals, and get his/her advice on how to achieve the "John Cena" strength.

Put it this way: a person can only gain about 12 pounds of muscle MAX a year. Period.

The more muscle you have and the more you train, the harder it becomes to gain even more muscle and it slows down. Really big guys are lucky to put on 6lbs of muscle a year.

developing serious strength and muscles comes from using heavy compound exercises like that squat, dead lift, bent over row, pull-up, etc.

the website below has about every exercise there is to do:
