the look at you alot but then when you look at them especiallly in their eyes they try to escape

Looking, but especially staring usually mean interest, but this is not the case in all cultures.
"Trying to escape" is your assumption. This may not be the case. Looking away can mean many different things. It could be due to shyness. It could be selfconsciousness. It might be to hide feelings or even to scope out if anyone else is looking at what is going on.
If you really want to know, ask the person why they look away. Be polite, not pushy. You might even be suprised at the answer.

Islamically we are told to lower our gazes and stay modest so the best thing is try to avoid looking back at them.
