They are supply lines from your heating/cooling system. Don't cover them with carpet, furniture etc.

To blow heated or cooled air into the house... you usually see floor vents on houses w/ a crawlspace underneath or those w/ little or no attic, or older homes that have been retrofitted w/ a HVAC system.

They could be for heat....but usually for cold air return to the furnace...if they are larger than your other vents..cold air return

That is where your heat from your furnace and cold air from your air conditioner enters your room.
