in washington is a learners permit valid nationaly or just in the state it was issued?

I could not find that answer from the Washington State Department of Licensing.

Additionally, in my state I believe that you are allowed to do so as long as you are following all the special rules listed for teen drivers on the website.
To be sure, just make a call to your local driver's licensing office and inquire. Better safe than sorry.
