Here is a few illustrations.
Basically your taking the total height from the basement floor to the finished first floor and dividing it by the riser height until you get an even number all the way through. Its very tough to explain, I can do it, but not explain it well. You might want to go to the library and find a book to show you how to make the calculations.

more info please. are the stairs going to go against an outside wall, in the middle of the house, or is this an outside entrance?

Call a professional. You'll probably have to have the stair inspected to make sure they're safe. So you'll want to have them built properly.
