Digicams are digicams and webcams are webcams.
Your camera takes individual pictures and stores them in its memory. Webcams take a continuous steam of photos and passes them to the computer without storing them.
Webcams are cheap and come with little stands to mount them on your desk or monitor. For the price of a stand for your Photosmart, you can buy a webcam.

No, I dont believe there is any regular digital camera that doubles as a webcam. Just go to bestbuy and get one for fifty bucks or so.
