You have to remember that as a college graduate, you are not worth anything. You will spend at least 6 months learning what real engineering is (unless you have experience).

So, you want to know how much a graduate makes? It will depend on several factors: Grades, Geographic region, experience, the size of the firm, market conditions,job duties.

A crummy civil engineer in a weak market will make the same as an average CE grad if they can not find a job.

On the other hand, a good CE in a tight market can command $60,000 (depending on the region and company).
