Is it best for me to go to a psychologist or psychotherapist to receive medication to treat bipolar disorder and exct.

Unless you live in New Mexico or Louisiana, only a medical doctor will be able to prescribe medication -- so you'll have to go to either a psychiatrist (this is your best bet) or a general physician (some will prescribe medications for bipolar, etc.).

Although a psychologist is a doctor, they have a PhD or PsyD and haven't received medical training.

A psychotherapist is anyone who has a licensed to provide therapy. This can include psychologists, social workers, psychiatrists, or those with a masters degree in psychology.

For medication, you need to go to a psychiatrist - psychiatrists have gone to medical school and can prescribe meds while psychologists and therapists can't.

Especially if you're starting meds for the first time, though, you should also see a therapist (psychologist or social worker). Therapy combined with meds is really effective, and a therapist can help you develop new coping skills, adjust to the effects of medication and so on.

Psychologists don't prescribe medication, they do therapy...see a psychiatrist!
