i would recomend that you use a program called windows picture it.
this program has worked best out of all for me and I use loughts of editors. I am a licensed advance amature to profesional level free-lance photographer, and i use the following programs, windows picture it wich has given me the best results by far with the most capabilites includeing what you want. Next is digamax master wich has the same capabilities. Then i recomed Kodak easyshare for its wid range and constantsoftware updates (free). and then for quick tuch up i use viewpoint easy print.
out of all of these i have been most impressed with picture it. if you use a pc it should be on your hard drive as part of the pacage in your opperating system, but if not you can buy it for rather cheap on windows support web page.

Adobe photoshop Cs 2 is the best photoshop software out there. There are many ways to get it for free. Use the program Ares.

I definitely suggest using Photoshop. It's pretty expensive, though, so if you're looking for something free, GIMP is the route to go. It's along the same lines as Photoshop, just not as powerful.

the gimp! someone already stated it, i'm reinforcing it :) that's extremely reminiscent of the added undemanding variations of adobes photoshop. that is absolutley free, and exceptionally user-friendly to apply, thinking you're in user-friendly words making minor adjustments. strong success!
