I had photoshop b4 but i didnt kno how to put borders on pics with it and by borders i mean like borders that make the pic look broken up, or makes the border faded, or a border made out of smoke(i saw it once)

well on adobe photoshop programs you can buy add-ons like AFH Borders or Eye Candy to put borders on your photos and cool ones at that. If you have CS2 it is the best and most expensive program but you can also have these add-ons with Adobe elements 5.0

Go to Adobe.com and download some actions that produce borders. I've seen some really cool ones there.

Microsoft Picture It! is a good program. You can edit the photos in a lot of different ways with it.

Have a look at irfanview. It is free, although you will need to check out the addins i suspect to get some of the feature you are requesting (again, these are normally free).
