We have foxtails too in our area and its nearly impossible to keep our dogs out of them. (We live in very rural Nevada).
In the summer, we've made it a habit to feel their paws several times a day to pull any foxtails out and check their ears nightly.
Even with our best efforts, we've made maybe 4 vet trips over 10 years to remove foxtails. Because we've been so diligent, the vet has been able to remove them from paws and ears with no problem and no anesthesia.
Just do your best, try to stay away from known foxtail areas and feel those paws, ears and any long fur after a walk.

Yea they can be lodged in the dog's body like the paw and u need surgery to get it out, which can be a pain. Keep him off grassy areas where foxtails are.

The best thing to do would to be to train him to stay away from them. The weeds are very dangerous and you need to make sure you put him on a leash. You can also keep him in a large encloser like build a fence or something.
