It usually is said to a virgin or a woman who's going slow with the physical relationship. This means a few things. The guy is horny and wants to at least attempt home base (sex). The guy is going to try and get you to give it up by playing with his tip in your body and hope that you will be turned on enough so he can put it in all the way. Now I have heard of a friend who's boyfriend said the same thing. They had been dating for three months. So she let him and he almost trusted it into. Now I don't think this is what your Boyfriend wants to do but just be careful. Make sure he wares a condom. You could get pregnant or get STDS by this act if he doesn't have a condom. Watch out. You don't always have to have penetration to get pregnant or STDs. Make him wear a condom. Plus be sure you totally trust the guy. You may want to stop with the tip, but will he? Be careful.
