He happens to be my step-son and even as a teenager he was stubborn and lied a lot to me.

He has some issues from childhood he never got over and probably from his parents divorce. It's something that has affected him and he has never dealt with it in a healthy way and he will continue to do what he is doing until he can get past it.

He's just not mature enough and apparently doesn't care. It's his life no matter how much you hate it. Only he can answer for it.
