Sheer rudeness and disrespect for other people and their rights. That, or a loathing for society that seeks some sort of behavoural outlet.

why do they spit in public at all!! Its a disgusting, disease spreading habit. We all get the need from time time to clear our throats etc, but most people would do it in private, or into a handkerchief. Its banned in some countries, people are fined large amounts and therefore it doesn't happen!!
