A "rooster cut", popularized by the Brit Rockers of the 70's. See Rod Stewart, Ron Wood among a few who sported the "do" back in days of yore.

I would call it a razor cut, messy, shag. I would also call it cute! But, to be on the safe side, take the pic with you to the salon.

Its just short hair in layers...she has styled it with some sort of hair gel or hair spray....and the colors in her hair are black with highlights...
