You are on a main line coming up to a siding remotely controlled by a dispatcher? I see these Green over red or Red over green aspects and I suppose the lower signal governs the siding and the top is for the main line ?

Green over red is CLEAR - there is no green over green. A Rule 281 Green over red is the best indication you can get.
"Proceed not exceeding Normal Speed."

Red over green is a MEDIUM CLEAR, rule 283.
"Proceed at Medium Speed until entire train clears interlocking limits or turnouts, then proceed at Normal Speed. In CSS territory with fixed automatic block signals, trains not equipped with operative cab signals must approach the next signal at Medium Speed."

Multiple signal lights are for the sole purpose of two color indications - they both apply to the track they cover - nothing else.

That would be a no. The whole signal, both lights in this case, governs the approaching train, whether he is staying on the main or diverting to the siding.

The aspect "red over green" indicates "proceed on diverging route", or "diverging route clear", in CTC (Centralized Traffic Control) territory.

Medium Clear. or as the train crew would say "All Clear" or "Green eye"
