You can try MySpace. I've tried a number of dating or personals sites and most require a paid membership to send messages and/or read messages. Some sites allow you to send a wink or an icebreaker without a paid membership, but you wouldn't be able to reply without paying. I have seen some sites that actually offer specials or reduced/free memberships for women.
