This is what he said he would do in the 2000 debates with Gore.
"If we don't have a clear vision of the military, if we don't stop extending our troops all around the world and nation building missions, then we're going to have a serious problem coming down the road, and I'm going to prevent that. He is using and abusing us for his personal gain. His poor leadership and refusal to take advise from others is what has caused the insurgency to take such a stronghold. For years Bush and Rumsfeld insisted that additional troops were not needed in Iraq, now out of the blue he all of a sudden agrees that yeah, we need more people. Yet only 20,000 more? Thats a drop in the bucket as to what it will take to gain control of Iraq.

Well he was telling half the truth. Bush spends more on Defense (15% of the total US Govt budget) than almost any President in post WW2. Our entire nuclear missile force was modernized. The rest of what he said was obviously total BS.
