Retired Racing Greyhound.
Contrary to what most people think becaue of their racing abilities, these dogs are notorious couch potatoes. They are docile, affectionate, gentle dogs with a goofy nature, yet are not demanding.
Retired racers require very little in regards to grooming, and are minimal shedders. A bath once or twice a year, a monthly nail clipping and daily toothbrushing is all that a grey requires.
By adopting a retired racer, the difficult puppy years are already behind them. Their personalities are already developed. Some rescue organizations place the dogs in foster homes prior to adoption to assess their personatlities so they can find the best possible match to prospective owners lifestyles.
They are unique, beautiful pure bred dogs.

You definitely want a small dog. Maybe like a bulldog, because they are pretty low energy. But they also shed. Try going to dogbreedinfo.com to look at all the different breeds. And they also have a little quiz you can take to help you find the dog you are looking for. But it sounds like you don't have a lot of time for a dog. Before you get your dog just make sure it is really what you want to do, and make sure it is what is best for the dog. If you end up getting a puppy that needs to be potty trained, and go to obedience classes you might end up regretting buying it. Once you find what kind of dog you want, maybe look at your local animal shelter or look on petfinder.com to find an adult dog that is already house trained, and has his manners. Or maybe consider a cat. I have two, they are very low maintenance. All they ask of me is to clean their litter box daily, and cuddle with them while i watch tv. They also like to play, but we just play with mousy toys, strings, and a lazer light. Good Luck, i hope you find what you are looking for.

Bichon Frise's are cool little dogs. My boyfriend's grandmother has one and she is a complete DOLL! Look into them because I believe they are hypoallergenic. I can't remember about the shedding but the dog seems to be really low key.
But, personally, your last sentence kinda bothers me. Dogs are akin to children. Replace my word dog with children in the following sentence: Dogs were not made to be there for YOU when YOU want to play with them. Dogs need care and supervision and love and attention just like children do. If you can't be "there" for the dog, I think I would avoid it.

Then you should not get a dog. If you are not willing to give it some of your time, then it would be better for both you and the dog to forgo dog ownership. You might be a better cat person, they are a bit more aloof and don't need a lot of your attention or time. They just like to snuggle by you and need a head rub now and again.

You do not need a dog, or a very senior dog, something like a 15 year old poodle or something like that.
also, have you considered a hairless cat?
or maybe just a stuffed animal? They certainly meet your criteria and I've heard that the dander problem with them is low. They are making life size ones of all breeds from what i hear.

Okay, go for a Shih-zu. They are low maitnence(usually) and do not ched. Or a scottie or schnozer, both are non sheeding, adorable and cuddle bugs. when you go to pick out a pup, lay all of the pups on their backs, and the one who stays there the longest is the most calm pup, and wil do what you want.

There is no dog that would be good for you. All dogs need a lot of time spent on their care - training, exercise, grooming, feeding, etc. You don't want a real dog, you dont' put a live dog on a shelf until YOU decide you want to play. Get a stuffed dog.

A Chihuahua i think wud be ur best bet. They're short haired unlike the Yorkshire Terrier (which are very cute too) w/ long hair. They're small and easy to take care of.

I have a yorkie/peekingnese mix (6 pounds full grown) and a yorkie/palmerainian mix (15 pounds) while they both like to play they would much rather lay on your lap unless you begin the playing and they love to cuddle neither one sheds much and they dont take up much room at all.

Personally, I like Shiba Inus but they shed.
