No she will pass a mucus plug usually to start the process and each pup will be in its own water sac. She will chew it open and clean the puppy up, chew its umbilical cord to separate it. Then she will clean it until the next one comes and repeat the same process. In the event that she cannot geta sac open you can help her by tearing it a little of it to help her. She should do most of the work it helps her bond with the pups. Take the pup she has cleaned, check its cord, nose, make sure its breathing good and put it near her nipples so it can be ready to nurse.
Here is a helpful link for whelping puppies from Drs. Fosters & Smith site. You probably won't need all of the supplies while she is birthing but some of it is useful.

Usually the amniotic fluid is contained in individual sacs that hold each puppy. They have different little "pouches" they form in and yes, the water can break prior to labor but it usually does during labor.

You don't see it because the mother eats the sacs as shes cleaning off each pup...it's gross but if you watch her having her pups, you can see it firsthand.

The best way to tell a dog (or most other animals) is about to go into labor is they'll start "nesting" and looking for a place that's comfortable and secluded. About two days before she has them, she'll literally pluck all of the hairs from around her nipples and you can feel the milk start to pool under the skin there. It's weird, but you can generally tell how many pups she will have by how many nipples she clears away....

Each puppy will actually come in its own separate sac and will be followed out of the mama dog by the "afterbirth" (a dark reddish black mass that the puppy used to nourish it when it was in the mom). Usually the mom will break open the sac by herself, chew off the umbilical cord and eat the afterbirth. That's totally normal.

Before the puppies arrive, you may see a squirt of clear fluid emit from the mom to "lubricate" the tract, and then you'll see the pup as a bump right under the mom's tail just before it comes out.

most dogs are born in the sack so when the pups come out you may need to pop the sacks and help the dog breathe
