Mammal produce flatulence due to the symbiotic bacteria and yeasts found in their gastro-intestinal tracts. Since birds are not mammals their normal bacteria is different from ours. Their GI tracts are also very efficient. Have a great day.

You have to first understand the physiology involved in producing a fart. Not all farts make noises. It depends on the position of the body at the time of the release and whether it is forced or natural and also the degree of gas involved in opening the closed anal sphincter.
In birds their anus is completely encased in a pocket like cavity known as the cloaca. Both reproductive and excretory orifices are within. Any gas that is released is not under pressure at the exit but within the cloaca, which absorbs the pressure. Sort of like an air hose within a balloon that immediately lets the gas out without noise.

Birds also do not have that muscular ring above their stomachs ( Pyloric Sphincter) that prevents regurtitation. They are able to swallow large amounts of food substance and partially digest it and regurgitate it to feed their young This abscence of a pyloric sphincter prevents them from making a burping sound.
