Start a conversation don't give a chance to just walk away before saying anything. He may think he's making an advance and you're not being responsive.

yea, he's shy...but he's taking the time to go up and say hi to you. that takes a lot of guts for a guy to do. say hi back to him and try to start a conversation. if he's cute, try to show an interest in him. it sounds like he likes you, so you shouldn't have a rejection problem. showing him you are interested will definately boost up his confidence and get him out of his shell.
