Well ceratinly the Apostles and their successors would be involved. I don't recall anything specific from the New Testament that quotes Jesus in anyway. But the Apostles were given their authority by Jesus.

Read Leviticus in the Old Testament, and you will discover that the rules were made by God. They speak of morality and good behavior, and though they may seem outmoded and excessive, the messages they carry relate to common sense and proper treatment of fellow human beings. When Jesus died on the cross for our sins, that did not mean that we were forever exonerated for future transgressions. We still are committed to practice the Ten Commandments, which include avoiding all the major sins of mankind.

I heard a pastor say, that the 10 commandments are to lead you to the Savior, because try as you might you will break them. They show you the need you have for a Savior. In the NT, Jesus commands us to love God and love our fellow man.

If you are a Christian, the only two laws you are required to follow is to love God and love your neighbor. That sums up the 10 commandments.

Mark 7:5-8......so these Pharisees and scribes asked him: “Why is it your disciples do not conduct themselves according to the tradition of the men of former times, but they take their meal with defiled hands?” He said to them: “Isaiah aptly prophesied about YOU hypocrites, as it is written, ‘This people honor me with [their] lips, but their hearts are far removed from me. It is in vain that they keep worshiping me, because they teach as doctrines commands of men.’  Letting go the commandment of God, YOU hold fast the tradition of men.”
