You can't fix it. Only she can. But you can help by taking it easy. Don't push for a response. Just tell her that you care about her a lot and would try to never to do anything to hurt her. Keep doing what you've been doing in the past. If you went out on dates, do that, hang out, talk, take it easy.
It's nothing regarding you. She's just scared to be hurt again, and it's understandable. It just means that she needs time, time to get over her fear, time to see that you're better than the last guy she was with.

You are saying that the girl you are dating says that you are moving too fast. You do not mentioned how long you were dating her before you told her you loved her, but the guy usually has to go slow and easy so, as to get to know the girl, before saying those famous words. If you really like her not love her as you say, because love comes later with time when you date her for at least three mos. My suggestion to you is, let her be at ease with you so as she can get some confidence and trust in you, make small talk with her ask her what are her likes and dislikes, and eventually you will see that she will be at ease with you and will be glad when you both are together. Good luck and I hope it all works out for you.

Just tell her that you respect her feelings and you will go slower. If you really care about her, she will see this over time and will calm down and learn to trust you and what you say.

She's been hurt in the past. Give her time. If she can deal with it. She'll be back. Don't rush it. Time heels all wounds.
