That is just plain rude!

Possibilities:
-(romantic) This person may be trying to say they are not interested
-(general) This person may be used to treating people any way that suits them (self absorbed)
-(general) The person lacking in character and manners (wait - that's a given)
-(general) They may have a emontional problem (seriously).

If this person is genuinely sorry then they would apologize and try to make it up to you. Someone that would cancel on you all the time is not a friend and is causing you stress you don't deserve!

Very common reason - panic attacks. Usually hit a person as they get up the nerve to leave, sending them into the bathroom with a cramping stomach. A general anxiety disorder will cause this also. You should have an idea if the person in question fits this description. It's just something to think about .

when u say constantly how many times? more then 3 is pretty rude. otherwise do they have a decent excuse? are they really sorry? if they dont call and dont show up then dont make plans with them anymore

If it's not due to reasons of poor health, then they are simply rude and inconsiderate at best. At the worst, they have received a "better offer" from someone else.

Probably they have more impt. things they have to do, but either way they should inform or call you. Some people are very disrespectful, lack of manner and discipline.

maybe they do not feel like hanging out with but they dont wanna hurt your feelings at thesame time so he or she keeps making up excuses
