Kathy, I'm not from WI so possible ideas are all I have.Try your local YMCA for possible indoor swimming. Also rollerskating is always a favorite for kids. In the summer we find a park and fly kites, play catch and just have a day at the park. Ive raised 2 bio-children and 48 foster daughters and the park has always been a favorite past time with lots of quality time with my children. good luck .

Camping, hiking, hunting (if you're inclined to do that). Go green, work together on ecology projects. Adopt a needy family/person/couple and visit them regularly, make things for them. Visit the local junkyards and find things to repair. Organize family projects, the 6 can draw, 8 can paint, 9 can build things. Visit the library for projects for children of various ages...or google.

Make some sandwiches on a sunny asternoon and take them to the park for a picnic. You could try getting them a remote controlled toy and letting them use them while your out. I used to do it all the time. It's great fun. Use bikes ifyou have them.
