The way it works in Oregon, you go to the DMV and pay a small fee and they'll give you the name that goes with a license plate number if you have a valid reason, like you were a victim of a hit and run and saw the license plate number. Laws may vary by state. I don't think it works the other way though... you can't get a license plate number from giving a name. If some crime is involved, report it to the police. They can often access information that private citizens don't have access to.

Just file the claim with your insurance company. They'll go after the other party. File a police report for hit-and-run. They might give you the registered owner's details.
