No, that would not be safe to say. Most humans have no power at all, not even over themselves. Christians are also not ever any kind of "king of kings." Only Jesus is the King of kings, Lord of lords. When He reigns, we will reign with Him, but even then not as kings but as His bride.
The atheists will end up in judgment, eternally bound by pain. That's not kingship.
