There are many Hot Iron available with various attachments that can do the job. Go to a Walmart or Target Store, they're not expensive.
Practice makes perfect.

braid it when it is almost dry with mousse in it and only put a rubber band on the end close to the tip and let it dry really good before you take it out loose comb it with a pick or your fingers not a brush then use hairspray the aerosol kind so its light hold not to sticky it makes pretty loose waves that last until you wash it

it really depends on your hair type.
if your hair is not to thick you can easily scrunch it after you take a shower, by gelling it.
i have long thick and sometimes frizy hair, to get it wavy the only thing i can do is twist it and put it up in a bun after i shower, when i take it out, its wavy and not frizy. it works great.

When you wash your hair, don't use conditioner.Just use shampoo. Then when you get out of the shower don't blow dry your hair, let it air dry.
