The salute is derived from history to show you are a friend and not holding a weapon. During the middle ages, a knight would raise his visor with his right hand to show two things: no weapons and to show his face to friends. The different ways other nations salute is just the way the salute evolved. Palm up does not signify surrender or defeat, that is just an urban ledgend.
