without the year make and model I have little to go on. If you call the police they will do nothing as newer car lock systems are easily damaged by the old slim jims and they don't want the liability.
AAA does a fabulous job by bending the top of the door, inserting a foam pad and using a long thin prod to pop the locks. Manual locks would be tricky for this sccenario.
A good locksmith can tap out a key just by looking at the key on your seat but the raod call will cast at least eighty bucks if they will come at all.
If your car is under warranty it may have roadside assistance, but it will take a few hours for them to come.
A towing company may ne able to do it.
There is no such thing as breaking a little bit of auto glass, it is tempered and laminated and designed to shatter into crumbs to avoid injuring the occupants.
If there is no upper frame around the window a hanger might work.

Call a car dealer with your key code or VIN # they can make you a key but you will need proof of ownership. If you bought the car from that dealer it should be easy enough, then you will have a spare for the next time you lock yourself out, sounds like it is a habit anyways. If your car has a trunk release inside the car and you didn't lock all the doors just use the inside release. If you don't have a manual or power release you can try to fold down the rear seat if equipped that way or just remove the back of the rear seat. Don't put both sets of keys in the same place in the future. and find yourself a warm and safe place to sleep.

New car or rental: most rental or OEM companies have a 1-800 number you can call and they'll send someone with a whole set of gadets to open you car.
Past warrenty car: Call service companies like CAA for roadside equipment. It's usually not as hard as you think. Actually , It's shockingly easy. It cost me $20 to get my GM Cavalier opened with CAA

You can get triple AAA just by calling them. You now have a problem and can begin membership now. If you have no hangars and or tools, then you pretty uch cant do anything.
