In Massachusetts, the DMV is called the Registry of Motor Vehicles. There are offices throughout the state. As long as the license is valid and you have no warrants against you from Florida, you simply have an eye test, pay the fee and they mail it to you within ten days or less. You will be given a temporary paper license with a black and white photo until the new one arrives. It is all quite painless and easy. I'm from Massachusetts. Trust me. The fee is about $50.00. They are good for five years.
The answerer below me simply copied and pasted that from a site and is editorializing because he's got a grudge against Massachusetts. He's probably from New Hampshire, our poor cousin to the north. Don't pay any attention to his rantings. He's jealous because we have a higher standard of living here. New Hampshire's motto may be "Live Free Or Die" but the truth is they pay a lot more in taxes than they care to admit.

If you're an experienced driver licensed in another state and want to obtain a Massachusetts license, you do not have to take a written or road test, as long as your current out-of-state license is valid. However, be prepared to get hit with a $90 fee for conversion.
If your out-of-state license has been expired for more than one year but less than four years, you must pass a written test. If your license has been expired more than four years, you need to start all over again with a written test, permit and road test.
You can also convert your license from Canada, Mexico or the U.S. Territories without taking a test if your current license is valid and you can present a certified copy of your driving record that is less than 30 days old. If your license is expired, you need to follow the same guidelines as drivers from other states to convert to a new Massachusetts license.
License holders from foreign countries other than Canada or Mexico, need to take the full written and road tests to obtain a Massachusetts driver's licenses. An international license cannot be converted into a Massachusetts license. Also, license holders from certain countries may require a sponsor and English translation of the license.
Massachusetts Licensing Fees
Here are the current fees for obtaining non-commercial driver's licenses and permits in Massachusetts:
Class D (5-year): $40
Class M (5-year): $40
Motorcycle Endorsement on a Class D: $15
Learner's Permit Application (2-year): $30
Duplicate Learner's Permit: $15
License Application and Road Test: $20
Out-of-state license conversion (Class D or Class M): $90
Obtaining your first Massachusetts driver's license can be a slightly different process, depending on whether it is your first license ever, or if you are an experienced driver who already holds a license from another state. Either way, you're going to have to visit a Massachusetts RMV office to fill out forms and undergo testing. It is also a good idea to read the Massachusetts Driver's Manual.
If you are a first-time driver, you need to go to a Massachusetts RMV office and apply for a learner's permit. You can also download a PDF version of the application, fill it out and bring it to the Registry office.
Bring proper ID, including a Social Security card or valid passport, and a document proving your date of birth. Applicants under 18 must also have a parent sign the application. It costs $30 to apply for a Massachusetts learner's permit.
