There is a proper and respectful way to burn the flag when it is no longer servicable, but take it to a local Disabled Veterans Chapter, a Veterans of Foreign Wars chapter, or to a local Boy Scout troop.

They should know how to properly dispose of it.

See if there are any VFW or other Veteran's Associations near you. Also other civic type organizations (Scouts, Elks, etc), schools.
