I thought I was the only Mommy who had this happen to her!! LOL
Yes, it does get irritating, especially in public! I don't have a clue as to why my son does it...I'm not his bio-mother, so I didn't breast feed him. BTW, my son is also 2!
I'm thinking he does it for just the reason you stated-comfort.
Good Luck to you and take heart that you're not alone!!

I'm a babysitter and the 15 month old girl I watch does this, well tries anyway, I stop her, but she tries whenever I hold her. I have her for 12 hours a day and she only sees her mother 3 or 4 hrs a day during the week, so I think she finds me comforting and wants to feel as close to me as possible. It is awkward and I always pull her hands away, and I'm glad that other kids do this. I assume it will stop as she gets older and more secure.

This happened to me when many of my children were young. Mother and child, it's a very close connection- especially at that young of an age. Suggesting you just breastfed, your child is eager because he knows that that's where he has acess to milk. Babies are also very curious (as you probably know) and this a sign of it. I would say this is okay at home for a couple more months, but soon you will have to direct him away from your body. It's completley normal- don't worry!

My daughter is 19 months old and she does it too. I thought I was alone. At least I know I am not the only one being fondled. LOL.

My son doesn't do that, but he does grope/knead me when nursing. Drives me batty, even though I love being close to him.

Did you breast feed?
Maybe it's warm in there and he wants to warm up his hands!
